No building permit or moving permit shall be issued until the owner of the premises has obtained a septic tank permit for the premises from the proper authority. However, the Chief Building Official is authorized to issue a building or moving permit in the case of a dwelling to be built on, or moved to, any street where a sanitary sewer is installed or an ordinance to proceed with installation of a sanitary sewer on the street has been adopted by Council, and where the City Engineer has advised the Chief Building Official that the sewer will have a connection to the sewage disposal plant. No certificate of occupancy for any such home shall be issued until a sanitary sewer connection has been made to the sewage disposal plant.
