Any new construction of multi-family, business, institutional or recreational uses or existing or previously approved developments which propose to increase the number of dwelling units in a multi-family development, expand the floor area of commercial, institutional or recreational uses, or change a use which requires a modification in the amount of parking or the circulation on the site requires submission and approval of a development plan pursuant to Section 1161.11.
