(a) Admittance Fee. All residents, and residential property owners of the City may be admitted without charge on the Cleveland Electric Illuminating Seawall which is located in the City. All nonresidents who desire to be admitted on the Cleveland Electric Illuminating Seawall shall be charged at the following daily rates:

Persons age 7 years to 64 years | $3.00 per day |
Persons age 65 and over, or handicapped persons or disabled veterans | 1.00 per day |
(b) Disposition of Fees. All fees collected shall be deposited in the Seawall Fund.
(c) Effective Times. This section shall be in effect immediately and thereafter during those periods of time in which a lease exists between the Cleveland Electric Illuminating Company and the City.
(d) Hours of Operation. The Seawall shall be open to the general public from 6:01 a.m. to 10:59 p.m. daily per the admittance fee schedule.
The Seawall shall be open for fishing only from the hours of 11:00 p.m. to 6:00 a.m. daily per the admittance fee schedule.
(e) Assignments. If the City assigns any rights hereunder to a governmental entity then, in that instance, that governmental entity has a right to set its own fee schedule. The foregoing fee schedule will not be applicable.
