If the seller fails to make application and obtain the certificate of inspection prior to transfer, the Director shall then advise the purchaser in writing that the purchaser is required to make application to the Director of Public Service within thirty days for inspection of the property. The method, application, inspection and correction of violations shall be as set forth in this chapter, with the purchaser accepting responsibility for correction of all Code violations relating to sidewalks, driveway aprons and lateral sewers within ninety days of the issuance of the certificate of inspection.
