(a) Quarterly Billing. The sewer charges established shall be collected in equal quarterly installments by the City, through the quarterly billing procedures of the Lake County Water Department. The first quarterly installment shall become due at the close of the first full quarterly billing period next succeeding the date the property owner is connected to or notified to connect to the City's sewage system.
(b) Shut-Off. The Director of Public Service or his agent is authorized and empowered to order the shutoff of the supply of water to any premises within or outside the City, which is provided sewer service by the City where there is default in the payment of a bill for water or sewerage service rendered to such premises, whether or not the tenants or other persons.
