939.23 GREASE, OIL AND SAND INTERCEPTORS.
   Grease, oil and sand interceptors or traps shall be provided where in the opinion of the Public Service Director, they are necessary for the proper handling of liquid wastes, containing grease in excessive amounts, or any flammable wastes, sand and other harmful materials, except that such interceptors are not required for private living quarters or dwelling units. All interceptors or traps shall be of a type and capacity and a design approved by the Director, and shall be so located as to be readily and easily accessible for cleaning and inspection.
   Grease and oil interceptors shall be constructed of impervious materials capable of withstanding abrupt and extreme changes in temperature. They shall be of substantial construction, watertight and equipped with easily removable covers which, when belted in place, shall be gastight and watertight. Where installed, all grease, oil and sand interceptors or traps shall be maintained by the owner or user, at his expense, in continuously effective operation at all times.
