911.02 PLAN REVIEW; PERMIT.
   All plans and specifications for privately owned bridges shall be prepared according to current standards established by the Ohio Department of Transportation and the American Association of State Highway and Transportation Officials. The plans and specifications shall also be reviewed and approved by the City prior to the issuance of a permit.
   The owner or developer who proposes construction of a bridge or structure over, under or on public ways, watercourses, rights of way or areas dedicated to public use shall submit eleven copies of the preliminary plan and all other data required for review prior to approval. All eleven copies of the proposed preliminary plans shall be transmitted to the Director of Public Service and shall be distributed to the Mayor, Council, the Building Department, the Planning Commission and other related authorities as established by the City.
   The Planning Commission shall review the plans to determine that the structure will not be detrimental to adjacent property owners or users of such public ways, watercourses, rights of way or areas dedicated to public use, and that such structure does not restrict or impede public use of such public ways, nor will interfere with the general public health, safety or welfare.
   The owner/developer shall pay all costs related to the plan and/or data review by the City Engineer as per diem rates as established.
