"Bridge" means any structure, including supports, of ten feet or more clear span or ten feet or more (clear opening) in diameter on, above or below a street, highway, watercourse (excluding docks) or public way. The span of all bridges, except culverts regarded as bridges, shall be measured along the centerline of the street or highway. Culvert span(s) shall be measured normal to the axis of the culvert.
