In the event that the owner or occupant of a premises wishes to install culvert pipe in the ditch line along the length of his property, he shall first obtain a permit signed by the Director of Public Service. The applicant shall furnish plans indicating the proposed location of the pipe and any other information deemed necessary by the Director. A permit fee of twenty-five dollars ($25.00) shall be paid to the Director at the time the application is filed.
