No building permit shall be issued by the Chief Building Official until the Director of Public Service has examined the proposed building site and the proposed plans to determine if the applicant proposes to provide a satisfactory culvert or drain under the driveway of the premises.
Upon completion of such examination the Director of Public Service shall immediately notify the Chief Building Official, in writing, of his findings and recommendations and a copy of the report shall be furnished the builder; no building permit shall be issued to any applicant until the recommendations of the Director are complied with.
No trucks or materials of any builder shall be permitted to have access to a proposed building site until all the provisions of this chapter, applicable to the case, have been complied with.
