Every driver of a public hack shall have the right to demand payment of the legal fare in advance, and may refuse employment unless so paid in advance, but no driver of a public hack shall otherwise refuse or neglect to convey any orderly person or persons upon request, anywhere in the City, unless previously engaged. No driver of a licensed hack shall carry any other person than passenger first employing a hack, without the express consent of the passenger.
