The Director of Public Safety shall issue a license certificate bearing the photograph of the licensee, to each person licensed as the driver of a public hack. The license certificate must, under penalty of suspension or revocation of the license, be conspicuously displayed at all times in the vehicle operated by the licensee and in the manner required by the Director. The certificate shall be of such form and design as the Director shall prescribe.
