(a) No license shall be granted for the operation of a public hack for hire upon the streets of the City unless and until the vehicle is equipped with a two-way service radio which shall be maintained and kept in good working order.
(b) No license shall be granted for the operation of a public hack for hire in the City unless the operator provides taxicab service on a twenty-four hour basis provided that those hours do not frequently require the operator to run at a loss and/or require the licensed hack driver to work for less than minimum wage.
Failure to comply with the requirements of subsections (a) and (b) hereof is cause for suspension or revocation of any license heretofore issued.
