As used in this chapter:
(a) "Person" means a natural person, corporation, partnership, limited liability company or other entity.
(b) "Trash" means discarded rubbish, refuse, paper, rags, appliances, furniture, scrap metal or other similar discarded material.
(c) "Scavenging" means the removal of trash from private or public property for the purpose of using, selling, relocating or disposing of such trash.
(d) "City trash collector" means the person who has contracted with the City to provide trash collection services.
(e) "Recyclable materials" means materials that have been placed by the owner thereof for collection by the City or the City trash collector and have been identified, either by color of container or other means, as material offered for recycling.
