Any person aggrieved or damaged by a decision not to issue a license may, within ten days after the denial or revocation of such license appeal to the Court of Common Pleas of Lake County, Ohio. Such appeal may be either on questions of law or on questions of fact or on questions of law and fact. Any such appeal shall be governed by the provision of Ohio R.C. Chapter 2506.
