741.04 POLICE DIVISION PERMIT REQUIRED TO OBTAIN LICENSE.

No person shall be issued a license by the Chief of Police unless such person has been first issued a permit for peddling, soliciting or canvassing by the Police Division or has obtained a clearance from the Law Department stating that no license is required.
