In case of the refusal of the Director of Public Safety to issue a mechanical amusement device license, or the revocation by him of any such license, the applicant or licensee may appeal from the order to the Board of Appeals composed of the Director of Law, Director of Public Safety, Director of Finance or any members of their respective departments who may be delegated to act for them. Notice of the appeal shall be in writing and shall be filed with the Director of Public Safety within ten days after the making of the order refusing to issue or revoking the license. The Board of Appeals shall fix a time, not later than fifteen days thereafter, for the hearing of the appeal, at which hearing all parties interested shall be afforded an opportunity to be heard and the Board of Appeals shall approve, modify or annul the order from which the appeal has been perfected and the findings of the Board of Appeals shall be conclusive on all parties thereto.
