(a) No person, firm or corporation shall sell, offer or expose for sale within the City any electrical material, equipment, fixture, appliance or device which does not bear an Underwriters' Laboratories, Inc. or Factory Mutual Engineering Division seal of approval, or which has been declared by the Fire Chief or his duly designated inspector to be unsafe for use because of design, construction, wiring or assembly.
(b) The Fire Chief or his duly designated inspector is hereby authorized to inspect all electrical materials, equipment, fixtures, appliances or devices sold, or offered or exposed for sale within the City and to determine whether they are safe or unsafe for use because of design, construction, wiring or assembly. If he finds any such material unsafe, he shall give notice of the finding to the person selling or offering or exposing the same for sale, and no person shall be guilty of violating subsection (a) hereof unless written notice has been given to him or his employer or to the person in charge of the place where the article is sold, offered or exposed for sale.
