Any person desiring to operate a wireless communication tower facility within the City shall apply to Council for the granting of the franchise prior to commencing any construction or installation for the operation of such a facility.
The application shall be made by letter directed to the Clerk of Council.
Council, when it deems it necessary, may require the applicant to submit plans and specifications for the installation of the applicant’s proposed facility showing location of all physical installations proposed.
