715.05 CABLEVISION ADVISORY COMMITTEE.
   There is hereby established a Cablevision Advisory Committee to act as an informational base for answers to questions, direction for needed response and various other duties involving the governmental channel. The general guidelines for the Cablevision Advisory Committee are as follows:
   (a)   Selection. The Committee shall consist of five members, chosen by the Planning Committee of Council and shall serve at the pleasure of the Planning Committee.
   (b)   Structure. The Committee shall select one of its members to serve as chairman and one member to serve as secretary. The Committee secretary shall be responsible for the taking of accurate minutes of all meetings of the Committee and shall file a copy of such minutes with the Clerk of Council within two weeks following the meeting.
   (c)   Term. One term shall consist of two years commencing February 1, 1982 and every two years thereafter. Any person appointed to fill a vacancy shall serve the balance of the two-year term. All terms shall end on the anniversary date and all new and/or continuing members shall be appointed no later than the first meeting of the Planning Committee following the anniversary date.
   (d)   Schedule of Meetings. The Committee shall meet a minimum of once each month to discuss matters related to this responsibility.
   (e)   Compensation. Membership on this Committee shall be on a voluntary basis only, and no member shall be monetarily compensated for time or travel.
   (f)   Qualifications. All Committee members shall be residents of the City and no member may have an affiliation with or interest in Continental Cablevision of Ohio, which is the current contract holder providing cablevision services to the City.
   (g)   Duties. The general duties of the Committee are as follows:
      (1)   Each member of the Committee shall become familiar with the contract between Continental Cablevision and the City for the purposes of:
         A.   Identifying areas of the contract which may be in question or which may not be being adhered to by either party to the contract;
         B.   Clarifying for the Planning Committee any points and questions raised regarding cablevision services, rates, etc., as provided by the contract; and
         C.   Referring citizens needing additional information or assistance to the Planning Committee.
      (2)   Coordinate local interest programming which is brought to the City for transmission via the governmental access channel by the general public. All programs for which such access is requested shall be evaluated by the Committee as being for the general good before accepted for scheduling.
      (3)   Generate and/or encourage the generation of programs of local interest.
