As used in this chapter:
(a) "Community antenna television system" means a television reception system capable of receiving, transmitting and distributing voices, sound, signals, pictures, visual images or any other type of closed circuit transmission or signal transmission by means of electrical impulses throughout the entire community or a significant portion of the community.
(b) "Person" means any person, firm, corporation or association wishing to engage in the community antenna television systems business within the City.
