(a) No person shall discharge any firearm within the corporate limits.
This prohibition does not apply where the discharge of firearms is conducted in an enclosed structure, is for educational, commercial or entertainment purposes, and the person in charge of the property where the discharge of firearms takes place has applied for and been granted written authorization for such activity by the Director of Public Safety.
Prior to authorizing such activity the Director shall satisfy himself that the activity will be conducted in a manner such that those participating or observing may do so in safety and that the activity will not constitute a nuisance to inhabitants of the area. The Director may at any time after authorizing the activity, withdraw his authorization if he is satisfied that the conduct of the activity is unsafe or constitutes a nuisance to inhabitants of the area.

(b) Whoever violates this section is guilty of a misdemeanor of the fourth degree.
