Any silver maple, poplar, box elder, basswood, willow or honey locust tree upon private property in such close proximity to any public place in this City as will permit the roots of such tree to penetrate through or under the surface of the public place, is hereby declared to be a public nuisance and may be abated without delay by the Park and Shade Tree Commission.
