Except as provided in Section 969.03 of the Streets, Utilities and Public Services Code, no person shall enter or remain within the confines of any park grounds or other public lands between dusk and 6:00 a.m., except by special written permission of the Director of Public Safety. The Director is given the authority when he deems it necessary for the health, safety and welfare of the residents of the City, to close park grounds at an earlier hour. The exception to this section is the Eastlake Seawall which is open twenty-four hours per day for fishing.
