No person, firm, corporation or other such entity shall buy, sell or distribute, or offer to buy, sell or distribute any article, concession, ticket, evidence of right to admission, or service within 1,500 feet of any park grounds, minor league baseball stadium or other public lands, including the parking facilities thereto, until and unless said person, firm, corporation or other such entity has applied for and been issued a vending permit in accordance with the laws of the City.
