No person shall operate a motor vehicle upon any roadway or drive located in park grounds or other public lands when the roadways or drives have been closed and posted with appropriate signs and/or barricades.
The Director of Public Safety has authority to order roadways and drives closed during the process of construction, reconstruction or repair and when, on the basis of an engineering report, weather conditions render travel either unsafe or destructive of the roadways or drives.
