539.10 SPEED LIMIT.
   (a)   No person shall operate a motor vehicle upon a roadway of any park grounds or other public park lands of the City at a speed in excess of fifteen miles per hour, or as otherwise designated under subsection (b) hereof.
   (b)   Whenever the Director of Public Safety determines upon the basis of an engineering and traffic survey that a speed of fifteen miles per hour is greater than is reasonable or safe under conditions found to exist at any intersection, playground, picnic area or other place upon any roadway within a park or on other public lands, the Director shall declare a reasonable and safe prima-facie lawful speed limit which shall be effective when appropriate signs giving notice of the reduced speed have been posted on the roadway.
