No person shall bring into, leave behind or dump any noxious material of any kind within the parks or public lands of the City.
All refuse, ashes, garbage or other material resulting from a picnic, camp or other permitted activity shall be deposited in receptacles or pits designated for such purpose.
No person shall, either within or outside of the parks and public lands of the City, place or permit to be placed in any river, brook, stream, sewer or drain that flows through a park or public land any noxious or deleterious material that may render the waters harmful or inimical to the public health or to animal, vegetable or aquatic life; which may prevent, limit or interfere with the use of the water for domestic, industrial or agricultural purposes; or which may lessen to any appreciable degree the use and enjoyment of such water for park and recreational purposes.
