(a) Each occupant and/or each owner of a lot, yard or parcel of land shall keep such lot, yard or parcel of land in a clean condition and free from filth, rubbish, junk, refuse, litter or similar matter, or any noxious weeds. Vines or grasses exceeding eight inches in height shall be cut and will be maintained at a height not exceeding eight inches or lower. The Chief Building Official or his duly authorized representative is authorized to order the abatement of any such condition found to exist on any such lot, yard or parcel of land. Failure of the occupant and/or owner to abate such condition after notice shall be deemed a violation of this section. In case the Chief Building Official or his duly authorized representative cannot locate the owner and/or occupant of such lot, yard or parcel of land for service of notice, he may advertise such notice in a newspaper of general circulation in the City by one insertion and shall post the premises.
(b) Whoever violates this section is guilty of a minor misdemeanor. Each day such violation occurs or continues shall constitute a separate offense.
