(a) No person shall violate any provision of Ohio R.C. Chapter 3707 or any order or regulation of the Board of Health of Lake County, made in pursuance thereof, obstruct or interfere with the execution of the order, or willfully or illegally omit to obey the order.
(b) The use of portable or chemical water closets or any other form of receptacle for human waste products is prohibited within the City with the following exceptions only:
(1) On construction sites, for the length of the construction not to exceed one year; or
(2) Civic or community functions accompanied by prior written approval by the Chief Building Official or Safety Director; or
(3) City-operated recreational areas; or
(4) Any "marina" having a current year license issued by the Chief Building Official or Director of Public Safety, and providing that such "marina" has provided a privacy screen which is constructed with either block or brick, or a privacy fence with a minimum height of six feet. The use of portable or chemical water closets in a "marina" must have prior approval from the Chief Building Official.
(c) Whoever violates this section is guilty of a minor misdemeanor.
