In any case where the Commission orders the Director to cause any sidewalk to be constructed, rebuilt or repaired and receives the report from the Director required by § 4.48, the Commission shall determine what amount or part of such expense shall be charged and the person against whom the premises upon which the same shall be levied as a special assessment and shall cause such amount so determined to be charged, together with an administration charge of 10% in addition thereto. Such action shall be treated as a single lot assessment in accordance with the City Charter and § 1.306 of this code.
