§ 73.026 CERTAIN VIOLATIONS; VOIDING OF ARREST.
   (A)   Any notice of a violation of § 73.007, which makes it unlawful to park a motor vehicle in a space adjacent to a parking meter without depositing the required United States coin, or any notice of a violation of § 73.008, which makes it unlawful for a vehicle to remain in a space adjacent to a parking meter beyond the time limit as fixed by the coin or coins deposited in the meter, may be taken to the Clerk of the Cafeteria Court.
   (B)   The Clerk of the Cafeteria Court is empowered to void any arrest and cancel any fine for the cited violations in division (A) above, provided, that:
      (1)   The owner of the motor vehicle receiving the notice of violation is registered in the manner prescribed by § 73.025 before the notice of violation was issued;
      (2)   The violation occurred within two blocks of the owner’s place of residence;
      (3)   The notice of violation is taken to the Clerk of the Cafeteria Court’s office within two weeks of the date of the violation; and
      (4)   The vehicle which is parked in an unlawful manner is the same vehicle which is registered with the Clerk of the Cafeteria Court.
