(A) Persons who reside in the city and have a parking meter located in front of, alongside, or in close proximity to their residence may register their name, address, make and year of motor vehicle, and state license number with the Clerk of the Cafeteria Court.
(B) Any changes in the address, make and year of motor vehicle, or state license number must be reported to the Clerk of the Cafeteria Court by the person lawfully registered with the Clerk as prescribed by division (A) above. The provisions of this chapter will not apply to motor vehicles which are not registered or are improperly registered with the Clerk of the Cafeteria Court.
