§ 71.038 OBSTRUCTING BRIDGES OR APPROACHES.
   It any person shall unnecessarily or wilfully remain or stop with any vehicle or animal upon any of the bridges within the city or in and upon the approaches to any bridge, the person shall be deemed guilty of violating the provisions of this chapter.
