§ 71.020 BLOCKING INTERSECTIONS OR CROSSWALKS.
   (A)   No driver shall enter an intersection or a marked crosswalk unless there is sufficient space on the other side of the intersection or crosswalk to accommodate the vehicle he or she is operating without obstructing the passage of other vehicles or pedestrians, notwithstanding any traffic-control signal indication to proceed.
   (B)   When any street is blocked by trains or traffic is otherwise obstructed, no driver of any vehicle shall block an intersection in a manner as to impede the free movement of traffic on intersecting streets.
