The mayor and city council may, at any regular meeting or at any special meeting called for that purpose, by a vote of three-fourths (3/4) of the members of the city council or by a vote of a majority of the council upon a petition of three- fourths (3/4) of the property owners of not less than one side of a block, by an order entered upon the minutes of such meeting, direct the construction of sidewalks on any street, block or part of a block within the city, assessing the cost thereof to the property in front of which the same shall be laid, and may direct the owner thereof to lay the same at his/her own expense. Whenever the mayor and city council shall order any sidewalk constructed, as provided in section 6-2-1 of this chapter, it shall be the duty of the city clerk, within five (5) days after the passage of such order, to serve a written or printed notice to construct such sidewalks within thirty (30) days upon the owner or his/her agent of all of the property in front of which such sidewalk has been ordered laid. If the owner resides out of the city and his/her address is known, such notice shall be sent by registered mail, and if s/he cannot be found and his/her address is unknown, such notice shall be published at least once a week for two (2) consecutive weeks in the official newspaper of the city 1 .
