§ 72.43 USE ON PUBLIC STREETS.
   (A)   Motorized golf carts, utility task vehicles and all-terrain vehicles may be operated on public streets and roadways by permit as provided herein.
      (1)   Every application for a permit shall be made on a form provided by the City and shall contain all of the following information: (a) name and address of the applicant; (b) model name, make, year and vehicle number; (c) current driver's license; (d) proof of insurance in compliance with Minnesota Statutes.
      (2)   The permit fee shall be as set forth in the City fee schedule pursuant to City Code § 34.01, and as amended.
       (3)   Each permit shall be granted for a period of three years and may be renewed thereafter. Upon approval, the City will issue a permit card which must be carried when the vehicle is in use.
   (B)   All applicants must be at least 18 years of age, and must not have had their Minnesota driver’s licenses suspended, revoked or canceled due to any traffic violation within the past five years.
   (C)   A permit may be revoked at any time if there is evidence that the permittee cannot safely operate the vehicle on designated streets and roadways.
   (D)   Motorized golf carts, utility task vehicles and all-terrain vehicles may only be operated on City streets and roadways from sunrise to sunset, and may not drive in excess of 15 mph. The permit shall be in the possession of the operator at all times. They shall not be operated in inclement weather or when visibility is impaired by weather, smoke, fog or other conditions, or at any time when there is insufficient light to clearly see persons and vehicles on the roadway at a distance of 500 feet, or on any state highway or recreational trail.
   (E)   Motorized golf carts shall display the slow moving vehicle emblem provided for in M.S. § 169.522, as it may be amended from time to time, when operated on City streets and roadways.
   (F)   Every person operating a motorized golf cart, utility task vehicle or all-terrain vehicle under permit, has all of the rights and duties applicable to drivers of any other vehicle under the provisions of state statutes; except that, the provision of M.S. Ch. 171 (relating to driver's licenses), as it may be amended from time to time, are not applicable. Except for the requirements of M.S. § 169.70 (regarding rearview mirrors), as it may be amended from time to time, the provisions of state statutes relating to equipment on vehicles is not applicable to motorized golf carts, utility task vehicles or all-terrain vehicles operating, under permit, on streets and roadways in the City.
   (G)   Youthful operators. No person may operate a recreational or off-road vehicle if they are prohibited by their age from operating such vehicle pursuant to Minnesota Statutes. No person that has been issued a permit under this section shall knowingly allow an underage person to operate such vehicle and this shall be grounds for revoking the permit.
