It is the intent of this article to provide the Duncan public utilities authority (DPUA) or a developer/owner of a tract inside the city who has paid all costs of an extension of a major water main completed in compliance with subsection 12-532A of this part and/or the extension of a major sanitary sewer main completed in compliance with subsection 12-521A of this part, which main is located so as to render it possible for tracts of land not owned by said developer/owner to be served by said water or sewer main, the ability to allow for recovering a portion of the costs of said water or sewer main extension.
