Any dog seized and impounded as provided in Section 507.05 shall be detained for a period of five days, and if not redeemed by the owner or by the person harboring such dog within the period applicable, shall be disposed of in such manner and by such person as the pound authorities shall designate; provided, that whenever the name of any person appears on the collar of any dog so seized, or any dog so seized bears a tag as provided in Section 507.02, such person or owner shall forthwith be notified of such seizure, by telephone where practicable, but in all cases by notice in writing addressed to him and deposited in the United States mail.
