305.01 INSTALLATION AND MAINTENANCE OF TRAFFIC-CONTROL DEVICES; SPECIFICATIONS.
   (a)   Council or an officer designated by the Mayor with the approval of Council, shall place and maintain all traffic-control devices, including signs, markings, and signals, when and as required by the provisions of this Traffic Code or other ordinances of this City, to make such provisions effective. All traffic-control devices placed within this City shall conform to the requirements and specifications of the manual for a uniform system of traffic-control devices promulgated by the State Department of Highways.
   (b)   No traffic-control device shall be placed upon any street which is part of the state highway system except by permission of the State Road Commissioner.

305.02 EFFECT OF PREVIOUSLY INSTALLED TRAFFIC-CONTROL DEVICES.
   All traffic-control devices, signals, signs and markings heretofore installed by authority of Council and which are in place on the effective date of this section shall be deemed to be traffic-control devices until such time as they may be removed by authority of Council, and until they are so removed it shall be unlawful for any person to fail to comply with any instruction or directive indicated by any such traffic-control device.
