(a) The classified service of the City shall consist of all positions not specifically included in the unclassified service.
(b) There shall be in the classified service three divisions to be known as Division A, Division B and Division C. Division A shall include all positions and employments for which it is practicable to determine the merit and fitness of applicants by examination. Division B shall consist of all positions requiring peculiar and exceptional qualifications of a scientific, managerial, professional or educational character. Division C shall include ordinary unskilled labor. The Personnel Director shall determine in which division a particular position shall be placed.
