The unclassified service shall consist of:
(a) All officers elected by the people.
(b) The directors or heads of all departments.
(c) Members of boards and commissions.
(d) All probationary and temporary employees.
(e) Members of the Police and Fire Departments subject to State prescribed civil service system.
(f) Not more than two employees in the office of the Mayor and such other employees specifically determined by Council to be unclassified.
