(a) The Mayor shall appoint a Personnel Director. The Personnel Director shall be the administrative head of the Personnel Department. He shall be responsible for the proper conduct of all administrative affairs of the Personnel Department and for the execution of the personnel program. In the case where an individual serves as Mayor and City Manager, this individual shall be the Personnel Director.
(b) The Director, as executive head of the Personnel Department, shall direct and supervise all its administrative and technical activities, in addition to the duties imposed upon him elsewhere in this article, it shall be his duty:
(1) To apply and carry out the rules adopted by the Civil Service Commission.
(2) To establish and maintain a roster of all employees in the City civil service, in which there shall be set forth, as to each employee, the class title, pay or status and other pertinent data.
(3) To appoint such employees of the department and such experts and special assistants as may be necessary to carry out effectively the provisions of this article and the rules of the Commission.
(4) To foster and develop, in cooperation with appointing authorities and others, programs for the improvement of employee effectiveness, including training, safety, health, counseling and welfare.
(5) To make available to the public, information about vacancies in the classified service and to strive constantly to attract to the career service of this City, people of highest ability.
(6) To investigate from time to time the operation and effect of this article and of the rules made hereunder and to report his findings and recommendations to the Commission and to the Mayor.
(7) To make an annual report regarding the work of the department, and such special reports as he may consider desirable, to the Commission.
(8) To perform any other lawful acts which may be necessary or desirable to carry out the purposes and provisions of this article and the rules made hereunder.
(9) To designate appropriate persons, including officers and employees in the City service, to assist in the preparation and rating of tests.
