The respective executive committees of the Democratic and Republican parties of the City and Kanawha County shall elect members to such committees based on the ward lines as defined in Article 105 and as provided by the laws of the State.

Every person who becomes a candidate for nomination for office in any primary election shall at the time of filing the certificate of acknowledgment, pay a filing fee as follows:
(a) The candidate for Mayor shall pay a fee of fifty dollars ($50.00).
(b) A candidate for Clerk of such City shall pay a fee of fifty dollars ($50.00).
(c) A candidate for member of Council of the City shall pay a fee of ten dollars ($10.00).
(d) A candidate for member of the executive committee of any party shall pay a fee of two dollars ($2.00).
(a) Only persons who are bona fide residents of the City and are registered to vote as provided by law shall be entitled to vote in any Municipal election, and the provisions of the permanent registration law, being West Virginia Code 8-5-13, as last amended, so far as applicable to municipalities, is hereby adopted to govern any election in the City.
(b) The Municipal registration records for the Kanawha County precincts which are within the City, as they are kept and maintained by the County Commission of Kanawha County, shall be the official registration of voters for any municipal election, and only those persons so registered shall be eligible to vote.

Any person who seeks to hold an office in the City shall file with the City Clerk a certificate declaring himself/herself a candidate for the nomination for such office.
Such certificates shall be filed with the City Clerk not earlier than the first Monday in January, before the Primary Election date and not later than the fourth Monday in January before the Primary Election day, and must be received by the close of business on that date.
A candidate who has filed a certificate of announcement and wishes to withdraw shall file a signed statement of withdrawal with the Clerk not later than Wednesday following the close of Candidate filing. On the Thursday following the close of Candidate filing, beginning at 9:00 a.m., a drawing by lot to determine the arrangement of names for all offices shall be conducted in the office of City Clerk.
The City hereby adopts the Candidate filing forms and ballot construction requirements of the West Virginia Code and inconsistent provisions of other ordinances are hereby repealed.
