1130.11 EXEMPTION FROM VACANT BUILDING STATUS.
   (a)    Any Owner of a Vacant Building may formally request the City to exempt the subject Structure from the registration provisions of Section 1130.03. The City shall, upon a finding for good cause by the City Building Inspector that any Owner of the Structure will be unable to occupy the Structure for a determinant period of time, exempt any Owner from the registration provisions of Section 1130.03. A finding for good cause may be established if any Owner can demonstrate that, due to facts or circumstances that differentiate this Structure, the requirements of this Article present a special or undue hardship that is unique or unduly burdensome to this specific Structure.
   (b)    All property owned by the United States of America, the State of West Virginia, Kanawha County, West Virginia and the City is exempt from the requirements of this Article.
