1130.03 OWNER REGISTRATION REQUIRED.
   (a)    Each Owner of every Vacant Building located within the City shall register the subject Vacant Building with the City by filing with the City a registration form promulgated under the terms of this Article.
   (b)    If any Owner of a Vacant Building is an individual, the registration statement shall include the street address and parcel number of a Vacant Building, the name and resident address of the individual and any other information deemed necessary by the City.
   (c)    If any Owner of a Vacant Building is a corporation, the registration statement shall include the street address and parcel number of a Vacant Building, the names and resident addresses of all officers and directors of the corporation and any other information deemed necessary by the City.
   (d)    If any Owner of a Vacant Building is an estate, the registration statement shall include the street address and parcel number of a Vacant Building, the name and resident address of the executor of the estate and any other information deemed necessary by the City.
   (e)    If any Owner of a Vacant Building is a trust, the registration statement shall include the street address and parcel number of a Vacant Building, the names and resident addresses of all trustees, grantors and beneficiaries and any other information deemed necessary by the City.
   (f)    If any Owner of a Vacant Building is a partnership, the registration statement shall include the street address and parcel number of a Vacant Building, the names and resident addresses of all the partners with an interest of ten percent (10%), or greater, and any other information deemed necessary by the City.
   (g)    If any Owner of a Vacant Building is any other form of unincorporated association, the registration statement shall include the street address and parcel number of the Vacant Building, the names and resident addresses of all principals and any other information deemed necessary by the City.
   (h)    If any Owner of a Vacant Building resides outside of the State of West Virginia, any Owner shall provide the name and address of a Person who resides within the State of West Virginia who is their agent who is authorized to accept service of process and notice of fees or fines due under this Article on behalf of any Owner and who is designated as a local agent for the purposes of notification in the event of an emergency affecting the public health, safety or welfare.
