No person shall, by himself, by another person, or otherwise, directly or indirectly, give any prize, award, merchandise, gift or anything of value to any player, or to any operator, of any mechanical or electrically operated amusement device, or to any contestant for a high score on the device, provided however that tickets or tokens dispensed from a device redeemable for novelty gifts of nominal value shall be permitted.
