§ 53.300 EROSION AND SEDIMENT CONTROL REQUIREMENTS FOR CONSTRUCTION SITES.
   (A)   This regulation of the city shall apply to earth-disturbing activities within the jurisdiction of the city at the City Engineer's discretion, unless otherwise excluded within this regulation under § 53.070 or unless expressly excluded by state law, including: land used or being developed for commercial, industrial, residential, recreational, public service or other non-farm purposes.
   (B)   Earth disturbing activities associated with construction contribute to the pollution of public waters through soil erosion and sedimentation. Other construction activities may cause the discharge or deposition of construction materials and wastes into storm drains and surface waters. Control programs designed to minimize these problems should incorporate the planning, inspection, enforcement, and best management practices defined in §§ 53.300 through 53.340.
