Unless otherwise specifically provided for in this title, the Community Development Director and all other officers and employees of the City act in an advisory capacity to the Zoning Administrator and Planning Commission and have no authority to make binding decisions or to make authoritative representations, approvals or determinations other than in a purely advisory and recommending capacity.
