16-2-130: PROHIBITED ACTIVITIES:
A.   It is unlawful for any person to obstruct or contribute to the obstruction of the flow of stormwater runoff or nonstormwater runoff into any sump, retention basin, storm drain, curb and gutter, drain inlet, or other associated structural controls that convey stormwater or nonstormwater runoff, unless the obstruction is authorized and granted with the issuance of a permit signed by the public works director.
B.   It is unlawful for any person to cause any obstruction that inhibits the normal flow of stormwater or nonstormwater runoff in any curb and gutter unless the obstruction is authorized and granted with the issuance of a permit signed by the public works director.
C.   It is unlawful for a person to cover over any drain inlet for any reason or purpose unless the obstruction is authorized and granted with the issuance of a permit signed by the city engineer or designee.
D.   Subsections A and B of this section shall not apply during cleanup periods established by the city, provided the materials are placed according to any directions from the city and do not obstruct drain inlets.
E.   No vehicle shall be driven or moved on any street, highway or other public place unless such vehicle is so constructed, loaded or covered as to prevent any of its load from dropping, sifting, leaking or otherwise escaping therefrom, except that sand or other substances may be dropped for the purpose of securing traction, or water or other substances may be sprinkled on a roadway in cleaning or maintaining such roadway for the travel of the general public.
F.   No person shall operate any vehicle so as to track or drop mud, stones, dirt, concrete, gravel or other similar material onto public streets. It shall be the duty of the driver of a vehicle who unlawfully drops or deposits mud, stones, concrete, gravel or other similar material or permits the load or any portion thereof to be dropped or deposited upon any street or other public place to immediately remove the same or cause it to be removed. It shall be the duty of the driver of any vehicle to clean the tires and vehicle undercarriage of dirt or debris before the vehicle enters onto a paved surface public right of way.
G.   No person shall discharge waste or excess concrete or concrete truck rinse water except into preapproved discharge facilities or designated areas. (Ord. 1043A, 4-2-2013; amd. Ord. 1575, 1-10-2023)
H.   It is unlawful for any person to dump or allow to be dumped into any sump, detention basin, storm drain, curb and gutter, drain inlet, or other storm drainage facility any type of debris, landscaping waste, chlorinated or contaminated pool water, petroleum product, chemical, paint, pesticide, herbicide, heavy metal, acid or acid based product, solid or liquid waste product, hazardous waste product, or human or animal waste.
